How do I rearrange topics?

On the main forum page, like put off-topic below general.

Admin > Boards > click move for the board you want to move and I bet the rest will become apparent.

Actually, I meant topics, not boards.

Well, OK. Topics are ordered based on two things. Time (latest post in a topic moves it to the top). Stickies override that.
