Interactive Forum White Board

Is it possible that someone would be willing  to build White Board in which you add to the top or bottom of the forum or a block to ezportal
with admin or all users options, so it can be used as a way to display a white board notice or interact with
others in planing things, or even just to have as a fun thing to share with other members to interact with each other.

This was the simplest and easiest code I could find

maybe we could also make announcement to forums users in text/chat option

I have a very little amount of knowledge of coding so I'm not unable to do this myself.
I am willing to make a small donation to the editor if needed.

I have tried some codes but all of them have advertisements trying to sell stuff

I use SMF 2.02
