"Add Smileys" is broken

In an old SMF forum I had I use to be able to go to the Administration Center > Smileys and Message Icons > Smiley Sets and select "Add new smileys" (or a similar option). However, that button is now gone. I've tested it on SMF's default theme but it was still missing. The only options available are Smiley Sets and Settings.

On the page you're on, select Settings and then select Enabled customized smileys.

I saw that but didn't think that's what it did. Guess I should have tested it. Thanks Arantor
