Modify Forum / Forum Profile 403??

So I'm pretty sure this is in the correct place-

I just installed a forum for my guild and I'm encountering a small problem. Everything in the forum in working well. Even installing mods such as TinyPortal work well but for some odd reason, I get a 403 when I go into my (or anyone's) Modify Profile area. It's a clean install and I've even created a second database and re-installed the forum and to no avail has it worked. I get the same error.

My host uses MySQL 5.1 and it's a clean install using 2.0.4 (It did the same with 2.0.3 too). Since I re-installed the forum, it has no mods either. Any help would be greatly appreciated.

Make sure all your forum files are CHMOD to 644 and all the folders are 755.
How do I chmod? / what is chmod?

Also make sure mod_security is disabled.
