IDR: Improve Disable Registration

By default, either during maintenance or when registration is disabled, the register button is still displayed.
Other than that, link to register is still shown in quick login and post login.

This mod attempts to totally disable registration on any of the said events.
The mod works immediately upon successful installation.

However, people can still try to access action=register from the url.
On that event, the default error will be shown to that user.

This mod is meant for SMF 2.0.x only.
