my GM say he can't attach file when he post in any topics
how can i make he post with attach file?

Check your permissions settings to ensure that he is allowed and that there are no denies in place that may be preventing it.

ah.. i use board setting no denies
what should I must in permissions?

Your global mod should have allow set and check his post based groups as well because if theres any denies, deny wins.
