A bug in PM labels?

SMF 2.1 RC3 - Default theme

Create 2 users: "User1" and "User2".
Login as User1.
Manage labels: Create 3 labels: "Label1", "Label2" and "Label3".
Manage rules: Create a rule: If message is from "User2" then apply label "Label1".
Login as User2 and send a PM to User1.
Login as User1.

What should happen: Label1 is applied to the newly received PM.

What really happens: All 3 labels (1-3) are applied to the newly received PM.

Is this a bug or did I fiddle with some forum settings?

I have no idea. Have only made it to RC3 by now.

I have now tested in RC4 and the behavior is the same: All 3 labels are applied to the received PM.
