Add code linking to SSL certificate on log-in page

I'd like to insert code on the log-in page to show a secure site. The code links to a https page (to grab a small banner). I'm looking through the SMF files, but having trouble finding the correct page. Do you have any ideas?

the login page is  built from a function within Login.template.php -- but that is only PART of the page contents. The surrounding page itself (e.g. all the stuff that stays the same from page to page) is generated in index.template.php.
