How can I omit (or shut off) "allow the administrators to send important news by email" on the registration form?

you want that.  legally, you want that.

Even if you never PLAN to send a mass email -- if you one day do so, then that little option makes it ok -- else you might have a problem in some countries and even states.

That is so true...  in many places if you send email to someone and they did not opt in, you could be considered a spammer and in worst case get domain banned.  Allowing your users to opt in or out is very important. 

You could change the wording a bit if that is the problem to better fit your needs.

I'm not a lawyer, and I'm not from the US so I'm not very qualified to assess the probabilities of that happening, but I do believe it is at least possible in the US as well, yes. At least under certain circumstances.

I meant to say blacklisted but i was tired and could not think of the word... :)    Europe is much harder on this sort of thing than the US is.  Yes we blacklist but not as much as Europe and even Asia.  However there are companies here that will shut you down and report you to the authorities.  Try to spam using constant contact and see what happens. 

How do i know because when i first started my business in 2008 i did what anyone would do.  I took my email list from my old provider (my users newletter list) and i imported it into constant contact, no biggy right. 

I found out very quickly it was a big deal i not only got flaged but i got a mean email and a call from constant contact asking me basically WTF was going on.   I explained what i did and they explained that this is a big no no....  When you change from one email marketing provider to another everyone on that list must re-opt-in all over again.  If they dont then its considered spamming.  Of course i apologized for my ignorance and then i told them to stick it where the sun dont shine, canceled my contract and stared using phplist.   I ask everyone on the list if they minded and every one of them said they were ok with it and to leave them opted in.

So yeah there are some companies that will really light you on fire (figuratively speaking) over this stuff.  I think microsoft is another one.  However, there used to be a way (i did it but dont remember how) that you can write MS and get added to a list of approved domains so that you dont get bounced as junk.    Again that was 15 years ago..  Also back then phplist was free open source.. Now i see they are pay only...   actually i was wrong phplist.com is paid, and phplist.org is still open source.
