I just upgraded from v2.0 to v2.1 and am seeing the same errors.

I can reproduce the error by using an emoticon in a message.

Where do I find the global_character_set setting? I checked my index.english.php file and it's set to UTF-8.
($txt['lang_character_set'] = 'UTF-8')

Also, I checked my database and collation is set to utf8mb3_general_ci for all tables.

Never mind, figured it out, added global_character_set UTF-8 to my settings table and it's working now.
