2.1.4 upgrade timer

Why does upgrade start with 62 minutes on the clock?  Nothing in Settings.php that would cause it.

The time since the upgrade started is stored in the (temporary) $upgradeData variable in Settings.php. It is created when you begin the upgrade process, and removed when you finish it. There's no other way for that to be set to anything.

Looked for that, it's not in Settings.php from the 2.0.19 backup I upgraded.
