Help me to understand permissions

While I do have at least 5 years of experience as Admin on SMF v1.x, I see 2.1 operates board and user permissions the same and I've never quite understood it. I'm 20+ experience with Invision (and Ikonboard which used similar) so this still mixes me up.

I am building a forum right now using 2.1 and I want to be able to do the following with either a member group or a board:
- disable link parsing
- disable image posting

It doesn't seem like I can do this for either a group or a single board, unless I am missing something. Ideally I would want these restrictions on the member group and not the board itself. The idea is to have a board that allows regular members to post normally but a specific group has restricted abilities. I can only find forum-wide settings for those two options.

What you are asking for though, I don't think is possible without mods.
