monthly attachments directories

I'm running into a problem.

My attachment directory has 26000 attachments.  The shear number of files is bogging down my server. (I think anyway, correct me if I'm wrong!!!)

I would like to see smf create new attachment directories on a given time period basis - weekly, monthly, or annually depending on how you set it.

Don't see why the number of files would cause an issue. Mines got 27420 FWIW.

Do you think it's bogging things down because of all the people accessing the attachments? If that's the case, why don't restrict access to them. For example, deny permission to anyone in the default (post based) "Newbie" membergroup, but allow the others, etc.
