Smileys - separate smileys for mods to use

I was wondering if there was a way to set up Smileys so that only the Moderators could have the option to select a different smiley set?

At the moment its everyone or no one, but I had an idea to create a separate set for the Mods to use.

Can this be done?

Also if someone is using a different set, are the smileys still displayed for everyone or just those using that set?
