Having PM issues

I am having random issues when someone I've been PMing with is suddenly unable to be PMed back by me. It prohibits me from sending them a PM at all, saying that the account does not exist. I try refreshing, going to their profile instead to send them a fresh new PM but nothing works.

Here is what it says in red letters:

Unable to find member 'scarletfeathers'.

   The following error or errors occurred while posting this message:
One or more 'to'-recipients could not be found.

I am running 1.1.11

Do you have any modifications installed?  When did this start happening?

It's been happening for a very long time. currently I have found 2 members that I can't PM no matter what. Strange thing is that others CAN PM them.

Are you sending the PM to their username, or their display name?

I hit Reply, when they send me a PM and it tells me that the person does not exist. I have tried using other links to try and send them a PM and nothing works, same result.

Try uninstalling "Ban users from sending Personal Messages".

All right...do you think that would be the root cause, since I can PM everyone else just fine, just not those 2 people?
