Is there a way I can have it so that if any posts are deleted including those done by regular users, it's automatically moved to a specialy Recyling Bin board instead?

Yes, try enabling the recycle bin.

Admin > Edit Features and Options > Basic Features (bottom of that list)  >

Enable recycling of deleted topics     
   Board for recycled topics (helpful to create a specific board that only staff can see)
