help upgrade russian translation package in your sait

This translation 1.1 rc3 will be better then you have in simplemachines.org.
I see Daniel doesn't work now and I don't know any who can help me upgrade russian translation in your sait .

For UTF-8 language package please change in index.russian.php this string

to

$txt['lang_locale'] = 'ru_RU.utf8';

because in some servers people will be have issue with date, you can see this in simplemachines.org.
If you change your language to the russian you see this ?ғ㡢Р  but need this Август. I hope,  you help me in this.
