UTF8 or not

some language packs have 2 versions..
1 utf version 2 nonutf version.

which is better to slecet for our forum.
any advantages and disadvantagews of each one?

The UTF-8 ones should be used if you are running SMF 1.1 RC3 and have converted your database to the UTF-8 format

but want to know that utf is better or regular
e.g, chinese have utf8 version and non - utf version.
which on is better to select?
