It is the smfone11_blue theme but it was modified to support both directions with no problem it comes with English & Arabic buttons

I can't find the main menu buttons for this. are they in a different archive?

they are in the smFolder/Themes/smfoneFolder/images/english/

if you are using another language use the language name as a folder name so it will be as this
smFolder/Themes/smfoneFolder/images/[your language]/
