A mod that works like a ratio ftp site?

I have an FTP Site that works on a ratio ....3 to 1...Is there a mod that will let the User use a ratio, on my Forum, just like my FTP Site?  Maybe take 10 and then maybe a pop up saying you have to upload something, whether it be a file or message.
