Support html entities in description mod

Hi!

When you install mod, in description mod i cannot see characters as: á é í ó ú ñ

I am spanish, and I traslated some mod, but i cannot see well examples as:

"España"
"Camión"

I believed that is need for proyect.

Is your SMF board UTF-8?

Yes, my SMF have UTF-8. My file of language is "spanish_es-ut8"
