Outbox PM's Don't Count

I've noticed that the PM's stored in the outbox don't count towards that user's maximum PM's. Any reason why it was done this way? I could see that over time with many users this could take up some space in the database. Most of the other forum software I've used the inbox and outbox are counted towards the users max PM's.
