Create a Private Section

hi guys.
I'm starting a new counter strike community and i need to create a forum that allows anyone to create topics but the normal users can only read their topics, but the admins must be able to read them all.

the objective its to create a zone where the users can leave secret information for the admins.

i`ll appreciate any help.

by default you can assign usergroups who can access the boards, but no way around it admin can always view all boards.
