Create Admin

I had problems in the installation process at the MYSQL phase, but I believe my log-in information to be correct.
I physically changed the Settings.php file to reflect this.

I'm assuming if it had gone through the install process, there would have been an opportunity to create an Admin?
I can access the forum index, but how can I now create an admin?

That is new to me, however...I'm attempting to convert from phpBB 2.017.
Will my permissions come with the conversion?

It did recreate permissions.
