"new button" not working. SMF 1.1.5

Hi everyone, our "new" button on our forums are not working. I've searched and can't find the answer so this is my first time posting for help ( )
Here's a screenie of the problem:

(The circles area should display an image, but instead there just displaying "new"

It's an image.

Themes/*your_theme*/images/english/new.gif

Make sure that image exists.

Well apparently only some users can see it.. but a lot of people (including me and others) cannot see them.

Go into your theme, find:

images/

Then copy the english folder and call it english-utf8

Then upload that folder.
