Huh?  The internal AdminCP update process sole use is for running systems.  To patch while on the fly and retain any custom modifications.
But it was broken in the past and, to be honest, your update policy sucks. Different files in packages (1.1.7), changed package files without notification (1.1.6?), wrong versioned files...

That's the normal way (for me) to apply changes. We have two identical installations (test and running incl. revision control).

Yes, but try the internal AdminCP upgrade process first.  Then only if you get a Test Failed error do you need to perform any manual code modification.  You might still find it all goes through without issue.
