Have $normal_buttons and $message_buttons but don't have $message_buttons?

Why quote, modify, remove, etc... buttons are hardcoded?

We have $normal_buttons (integrate_display_buttons) and $mod_buttons (integrate_mod_buttons).
It's good for mod authors to have $message_buttons (integrate_message_buttons) too.

There wasn't any hooks for message buttons because of the way the template is coded and it isn't modified that frequently to warrant a new hook at this stage of development. It could be considered after 2.0 final.
