Send topic verification code for guests

Adds an option to enable the verification code to the send topic function for guests.

The options can be found in Admin > Configuration > Security and Moderation > Amti-Spam:
Guests must pass verification when sending a topic

Please note that the permission Send topics to friends must be enabled for guests in order for this mod to have any effect.
