SSI Problems

1- My SSI.php?ssi_function=recentTopics shows the turkish characters scrambled. How can i turn my SSI into Turkish (ISO 8859-9) charset?
2- I have iframed my ssi into my html. But i want each link to open in new window instead of the opening in iframe. How can i do that?
3- Is it bad for SEO reasons (or any other reason) to Iframe SSI?
