[WIP] SMF Tabs

I've seen some forums online that have their index tabbed, even if you collapse 50 categories on the index they're still there taking up space. Group like boards into tabs to reduce the overall length of your index page.

Current task: find what I need to do to start (=.=)

To do:

Make admin back-end
Display on index
Integrate into native color schemes.
