What happen to the tricks and tips board  suggestion, the license and English description being obligatory? is there any new changes to the guidelines? if so, are they documented somewhere?

Yes indeed. The pedant within irks to see a mod dumped in the download area with no description of what it does, coupled to a non-descriptive title. Maybe the mod approval process no longer takes customer focus into account.
