Offline converter for IPB 3.x to SMF?

I have a host that will no longer run an instance of IPB so am in the process of getting everything moved over to SMF. I have a database dump but no instance of IPB to use to do the online converting. Is there a way to convert this .sql file to SMF format without having to bring up another instance of IPB?

you could look into options of running it on your pc using something like wamp or xampp. either way you need at least the config file for IPB so the converter can find the settings for the database.

The previous server pretty much doesn't exist. All I have is the database dump and the password, etc for the database user. What I need is a way to convert this thing with what I got. I know that IPB isn't free.

I should be able to convert your database even with no files structure. Of course you'll loose attachments, avatars, etc.
