Default Theme does not work

I was installing the smf 2.0.11, during the installation everything is okey, but just after that when I finished the installation the Theme by default is not loaded, just appear text over a white background, exacly like the image that I attached.

Finally I could repair the problem downloading the file repair_settings.php, here

I reset the settings and adding the option "off" in the option" Queryless URLs"

Now it is okey but themes like Simpleportal or portamx this ones are not loaded,the version of the portamx is for 2.0.x and does not work that theme, Someone knows others similar themes or how to fix it?

What is repair_settings.php? that will fix it.

Simple portal and portamx are not themes they are portal mods.
