Customizing usernames and or groups

Hello, I have searched for over a week about making custom user names with sparkle effects, bold usernames, and found nothing really. I was wondering if this is at all possible with coding or CSS? I have seen many posts some say solved but there is never a solution posted.

All i'm looking for is to customize the staff usernames on my forum, bold is a major one but really wouldn't mind sparkle effects.

If someone can help or lead me in the right direction that would be great!
