When your new as user and future administrator its difficult to get started.

How do I make a new Forum?

I did not understand the first line but for the second line you can either download a package and install it on your server or use one click installer from your cpanel hosting.

that i did find but i'm new to this so I cant create the forum. cant find the extracter or exe file to start

yes you do need a server or web hosting package to get started. there is no exe to install/run SMF.
