Not asking security questions?

I set up a forum (2.0.13, default) for a friend and also set up the security questions they wanted in Admin--->Security and Moderation. I saved my settings (just went through the whole thing again, just to make sure). When registering test accounts, I am not being asked any security questions.  I simply receive a "thanks for registering, blah blah blah" message.

The Registration settings are Email Activation.  No mods, clean install, no errors. 

Any idea why I am not being confronted with security questions when registering?
