My forum pg has an odd advertisement block that none of my other pages have

My forum page has an odd advertisement block right under my top banner ad that none of my other pages have. It's not really a block as I've gone through every single simple portal blocks to make sure I didn't somehow mistakenly put it there. I'd like to get rid of it as it is throwing off my page with the unnecessary space between the top banner and the forums.  See the page below for the issue.

I turned off the banner ad in the forum and the odd advertisement text and block is still there.  You can check it out now.

Should I just go into my index.template & delete the lines you posted.  I can not find a block that has that code anywhere.

no, that is code for simple portal, showing that it is in some way configured to show that. you need to find where you added it.

Oh great...  I've deactivated all blocks and it was still there :/

Can anyone else help me with this. I deactivated all my blocks and the weird advertisement text is still above my forum. I really want to get rid of it
