Splash Page for Maintenance Mode/Error Pages

It would be great to be able to provide a custom 404 or Maintenance page when we are doing work on the forums.

I'm aware of the Maintenance Mode toggle with text box. However, it is confusing to many as it still allows a login box.  I'd like to hide the login box completely with just a message.
