I'm not sure if anyone here is familiar with shapefiles. I'm sure there are, but I was wondering if there was anyway to integrate a shapefile into a .PHP file so that I can create server-based shapefiles?

Not sure I understood exactly what you need, but I do know of this project to import data from shapefiles
