This was mostly a dir/files permission problem due to bad server config.  Are you getting the error in Curve theme?  Are the TP files where they're supposed to be?  Which php version are you running?

We are using php 7.2. We were able to overcome this issue by changing the default theme directory, which was unused at the time. repair_settings.php helped identify the misconfigured theme.

Thank you for coming back and keeping us updated.  It's good to know you've resolved the issue, and even better it wasn't TP causing it.
