Board Announcement Mod

Hello,

I am searching for a mod, that adds at the top a announcement like shown in the screenshot (the screen is from a mod for phpBB).
But all the mods that I found on the SMF site, are either not that what I want, or are not working.
So I am asking now here, if somebody of you knows a mod that is like the one from the screenshot

I'm not sure at all but I've seen this mod... => Global Message Box.

Yes, but the mod is not available anymore. And I couldn`t find it on the SMFSimple site.

Do you maybe have the download link?
