Admin, group add settings but no edit. (2.0.15)

I would like to set in my 2.0.15 smf forum that settings which I can give permission to another group.
There are 3 group, Administrator (owner), Moderetor and Member.
How can I add permission to Moderator which they can Assign the guest to Member?
I have found a setting for it but they can edit the permissions and the groups, Is it only possible to know just assign the groups and no edit?

a guest can only be a member if they register.

please explain what exactly you want to happen, not how you think it should be done.

 How do I set up what I create for individual groups to give others individual ranks?

If you want Person A to be able to give out Group B to other people, make person A a moderator of group B.

No other way to properly do it short of giving them nearly full or full admin access.

you can set each user as moderator of the group, then they can add users to the group in the moderation center.
