It looks like the Subs.php file is missing or can not be read.

subs.php is definitely there. Why do you think it can't be read?

Try to chmod it or reupload it again overwritting the old one.

if your server is Linux Subs.php and subs.php are 2 different things, which file name do you have? SMF is looking for Subs.php.

For some reason file permission values was changed to 0000. I made it 0644.
