Where is maintenance mode set in a database table?

Which table has what I'd assume is a binary value for maintenance mode?

It's in Settings.php.
When in Emor, do as the Snamors.

Specifically the $maintenance variable, 0 for off, 1 for on but editable in the UI, 2 for on but no access whatsoever (used by the upgrader)
