Do different browsers interpret index.css colors differently?

I changed the submit button in index.css to red on a forum a while back because someone couldn't 'see' it well enough.

Again, on a temporary forum I was asked to make it stand out.  So, background: red;  once again.

But, a moderator said they are still showing blue.

Now, I haven't heard back if they cleared their site data on their iMac Safari, but just in case they DID do that.

Q:  is there a way "background: red;" could get misread by different browsers?

Sorry if this is a 1st-year i-d-10T question, but it's never been brought up to me.

Monitors - yes.

That would be due to his browser cache
