Where is the disable for getting an email that you have a new PM?

Is turning that off a user setting or a global admin setting?

Ooops, i found it.
Doesn't look like a global setting.

In the interest of needing this turned off (whose reasons are an entirely uninteresting subject) I guess there are two options--if it's not a global thing.

1. comment out the code to remove it from the profile page; or

2. cron job a daily check for any pm_email_notify = 1, and UPDATE the records to a '0'.

#1 seems safer, and doesn't require me remembering that #2 is out there doing that...
