It's there in 2.0 unless someone removes it, it's in the footer in 2.1 unless someone reinstates it because enough people kept asking about removing it from the menu that we made that change. (I say we, we all know who.)

Had removed it in one forum with 'show' => false, not the other.  No idea why, didn't see it.   Probably been like that for years, didn't notice they were different until today.

I still reckon for 2.2 we need a proper menu editor for this sort of situation...
