Files not seen after migration with cpanel username change

I have an SMF forum which has just been migrated. The cpanel user name has changed. I am getting URL not found - 404 error in some instances.

For example, running from browser -

/myforum/readme.html - displays readme text on screen - no problem
/myforum/agreement.txt - displays agreement on screen - no problem

but
/myforum/settings.php - gives a URL not found, error 404
/myforum/index.php - gives URL not found, error 404
/myforum/repair_settings.php - gives a URL not found, error 404

I am trying to run repair_settings.php because I've been told paths need updating to get rid of the 404 errors, but repair_settings.php has to be put in the same directory as settings.php and so it also gets a 404 error when trying to run it from my browser.

This doesn't make sense to me. What am I missing?

Before I do that could you check permissions?

The suggestion from the web hosting service is that it is a problem with permissions. It may well be but they did the migration so they should have maintained the correct permissions in my view.

I think some permissions are wrong but since I don't know what they all should be I don't feel confident to just change them to all 644.

Permissions in the root forum directory are:

You're right that the permissions seem off. Could try to set index.php to 644 then.

File permissions are all 644 or higher. If higher than 644 it should be found? Still get can't find URL.

Tried index.php with 644 - still  not found.

I am suspicious it is something to do with php. As I mentioned, txt and html files are found.

So I put in a new .php file which does nothing (it just returns) with permission 0774 - get can't find URL.

Could it be something to do with php?

I have done some more tests. If I create a directory (via Cpanel File Manager) and put some files in it, under the top level forum directory, I get URL not found for all files, ie. .txt and .html are not found as well as .php not found. So seems like directories I create can't be found.

I've also checked other subdirectories of the forum root directory. For example, /Smilies. The .gif files in there get displayed if I specify them in the browser.

I've checked all permissions and they all seem fine.

It's like there is something odd about the forum root directory where some subdirectories work and others don't, and some files work and others don't, and not being able to create a directory myself, that works, is very odd.
