how do I submit a mod?

I have written a mod that give default avatars to new users.

A scheduled task checks for new users and if they do not have a custom Avatar it gives them one.  That has a fixed color.

Or users can pick their own using a new option on the Profile Page.



You can see a couple of the default avatars at chasingthesquirrel DOT com if you go to the Doomstead Diner

Can someone tell me how to release the mod?
