Can We charge one time payment or monthly payment from users to Enter specific Board.

Like Support Board, Only users who pay some amount can Enter and Post topics inside that Board.

Should be able to do that with Paid Subscriptions, it allows you to restrict board access to a specific membergroup.

Yes, this feature already exists - and we actually use it on this forum too.

Paid subs doesn't do one time fee however. I have modded it in the past to do a one off fee as a kind of lifetime sub, but the tangle required to do it is non trivial.

You're right, but with a bit of manual intervention you can still use the subs for that too as long as the volume of subscriptions remains manageable.
